This is a Specter's interview about some public art's topics:

"I was drawn to public art through graffiti, it made me aware of the endless locations for artistic expression and that I could create my own limits to where and how I wanted to display my art. The word "public" means accessible outside the home, ownership doesn't determine public space anything accessible by site is public space to me..." follows in comments

I was drawn to public art through graffiti, it made me aware of the endless locations for artistic expression and that I could create my own limits to where and how I wanted to display my art. The word "public" means accessible outside the home, ownership doesn't determine public space anything accessible by site is public space to me. The increase in public art is just the exploration into the next genera of artistic eras just like expressionism or the dada movement, its a collective erg to break boundaries. When I work in a public context their are no needs or criteria I just do whatever I feel, Juvenile expression. The relationship of the public artist and public space is similar to the relationship of a footballer and his or her ball. Obviously the footballer relies on the ball to play the game, without the ball there is no match same thing with public art, so you could say that the relation between the artist and the space is that the artist relies on the space to create a statement. Camouflage is a product of the work not a goal, any public display conceptual, theatrical, what ever has elements of camouflage because the viewer dictates there own realizations. The viewer is pretty much the hole point of doing public art, without an audience the content in the work is minimal because the real idea behind the work is the perception of people. Without spectators there is no dialect, without dialect there is no realization. In my works I look to engage the viewer in questions that is my only goal how the piece is perceived I could care less.
